Board Members

Board President, Ruth Kozal

  • Ruth Kozal Mrs. Ruth Kozal grew up in Iowa, graduated from Forest City High School and received her bachelor's degree in mathematics at Buena Vista College in Storm Lake, Iowa. She taught high school math in Osage, Iowa for two years. Since then, her career has changes and she has been involved in software in the banking industry since 1981. She is currently employed by Jack Henry & Associates, Inc. as a Senior Software Engineer.

    Kozal has been a resident of Scottsbluff since 1990. She has a son with her husband, Jim, plus a step-son and three step-daughters, all of them having attended and graduated from Scottsbluff Public Schools.

Board Member, Terry Gilliland

  • Terry Gilliland Mr. Terry Gilliland has lived most of his life in Western Nebraska except when he taught at Peru State College for 5 years.  He has been a teacher, coach, administrator and activities director during his 46 year span in education. 

    Terry received his Bachelor and Masters of Arts in education at Kearney State College (now the University of Nebraska-Kearney).  He worked as a social studies instructor at both Bluffs Middle School and Scottsbluff High School for seven years, and later taught in Mitchell for 28 years before retiring in 2010.

Board Member, Robert Kinsey

  • Robert Kinsey Mr. Robert Kinsey is a life-long resident of Western Nebraska. He was born in Scottsbluff and grew up and graduated from Gering
    High School. He spent 35 years on the Scottsbluff Police Department. Seven years as a Patrol Officer and was promoted to Detective Lieutenant in 1977. He commanded the Detective Bureau and was co-supervisor of the WING Drug Task Force until he took early retirement in 2005 to accept a position with Mid-States Organized Crime Information Center as a Field Coordinator. Later he worked in the private security industry as a Project Manger.

    He is married to Dr. Ronda Kinsey, Instructor of Nursing and Division Chair for West Nebraska Community College. They have three grown children who all graduated from Scottsbluff High School and six grandchildren, four of whom attend Scottsbluff Public Schools.

    Mr. Kinsey has an Associate of Science Degree from Western Nebraska Community College, A Bachelor of Arts Degree from Chadron State College, and a Driver Safety Instructor's Endorsement from the University of Nebraska at Kearney. He is currently an adjunct Driver Safety Instructor at Western Nebraska Community College.

Board Vice President, Paul Snyder

  • Paul Snyder Mr. Paul Snyder is a life-long resident of the North Platte Valley. He has been a resident of Scottsbluff since 1979.

    He is an attorney in private practice in Scottsbluff. He was formerly an attorney with the Nebraska Department of Justice. He is married to Dallas Snyder.

    He has three children and two step children all of whom attended grade, middle and high school in Scottsbluff.

    He graduated from Morrill High School, has a Bachelor of Science Degree from Nebraska Wesleyan University and a Juris Doctorate degree from the University of Nebraska College of Law.

Board Member, Mark Lang

  • Mark Lang Mr. Mark Lang has lived in the Scottsbluff area all of his life.

    He graduated from Scottsbluff Public High School and attended Western Nebraska Community College. Mr. Lang currently owns his own lawn care and snow removal service. He and his wife, Annette have two children.

Board Member, Kyle Long

  • Kyle Long

    Mr. Kyle Long is a native of Red Oak, Iowa, who earned his Bachelor of Arts in Psychology at the University of Nebraska-Lincoln and his Juris Doctorate at the University of Nebraska College of Law.  In 2005, Long moved to Scottsbluff to work as a trial attorney and has been practicing with The Robert Pahlke Law Group from its inception.

    Long’s involvement with education stems back to Metropolitan Community College in Omaha where he served on the Board of Governors for two and a half years. Now that he is once again involved in education, Long hopes to provide leadership for academic excellence, student engagement and strengthening the workforce of Scottsbluff.
