Mr. Kinsey is a life long resident of western Nebraska. He graduated from Gering High School, and Chadron State College with a Bachelors in Criminal Justice. Mr. Kinsey was employed for 35 years by the Scottsbluff Police Department. He served as Commander of the Criminal Investigation Division for the last 29 years and retired in June of 2005. He is currently the Nebraska Field Coordinator for the Mid-States Organized Crime Information Center, a law enforcement support project funded by the Department of Justice that provides technical support to law enforcement organizations.
Mr. Kinsey and his wife Ronda have three children.
